The Role and Function of West Cork Education Support Centre
- To provide professional development and support for Teachers, School Management, Special Needs Assistants, Parents, Boards of Management and other relevant partners.
- To be involved in a range of projects, programmes and initiatives as required.
- To develop projects and programmes as identified nationally, regionally or locally.
- A resource and meeting centre for the local school community.
- To actively promote its role in regard to major functions.
- To develop and share expertise in key areas.
- To engage with other Education Centres and relevant bodies and organisations.

3.1 Beidh an bhallraíocht oscailte do gach múinteoir a bhfuil gnáthchónaí nó teagasc aige/aici i ndobharcheantar ginearálta an Ionaid agus atá cáilithe le haghaidh fostaíochta in áiseanna aitheanta céadleibhéil agus breisoideachais lena n-áirítear iad siúd atá fostaithe faoi láthair i réimsí mar For-Rochtain, Gairmoiliúint agus Oideachas Aosach.
3.2 Coimeádfar clár de na baill ag an Ionad. Cáileoidh gach múinteoir atá ag obair i scoileanna laistigh de dhobharcheantar Ionad Tacaíochta Oideachais Iarthar Chorcaí go huathoibríoch mar bhaill agus clárófar iad dá réir.
3.3 Féadfaidh múinteoir ó lasmuigh den limistéar go bhfreastalaíonn an tIonad air/uirthi a bheith ina bhall de rogha an Choiste Bainistíochta.
3.4 Féadfaidh daoine eile a bheith ina mbaill de rogha an Choiste Bainistíochta agus le comhaontú na Roinne, i bprionsabal.
3.5 Ní cheadófar daoine nach baill iad, lasmuigh d’ionadaithe na Roinne Oideachais agus an Aonaid Forbartha Inghairme, chuig cruinnithe, lena n-áirítear cruinnithe fochoistí agus an Cruinniú Ginearálta Bliantúil (CGB) ach amháin trí chuireadh ón gCoiste Bainistíochta.

4.2 A bheith ina hacmhainn straitéiseach laistigh den oideachas i raon tionscadal, clár agus tionscnamh náisiúnta agus eile de réir mar a chinnfidh an tAire, tar éis comhairliúcháin agus i gcomhpháirtíocht le hIonaid, le cur i bhfeidhm sa chóras oideachais ó am go chéile.
4.3 Saineolas a fhorbairt i bpríomhréimsí mar atá aontaithe ag Ionaid i gcomhairle agus i gcomhpháirtíocht leis an Roinn agus a leithéid a roinnt ar fud líonra na nIonad Tacaíochta Oideachais agus an chórais oideachais i gcoitinne.
4.4 Gníomhú chomh fada agus is féidir mar ionad acmhainne agus cruinnithe do phobal na scoile áitiúil.
4.5 Na hIonaid a chur chun cinn go gníomhach, go lánaimseartha agus go páirtaimseartha, chun a chinntiú go mbunaítear líonra éifeachtach Ionad.
4.6 Breathnú ar théarmaí na gciorclán a fhéadfaidh an Roinn a eisiúint chuig Ionaid ó am go chéile.
- An Coiste Bainistíochta
5.1 Déanfaidh Coiste Bainistíochta an tIonad a bhainistiú, ar a mbeidh, nuair is féidir, 7 mball ar a mhéid a thoghfar as na baill a bheidh i láthair ag an CGB. Féadfaidh an Coiste Bainistíochta 3 bhall breise a chomhthoghadh le huasmhéid de 10 ar fad. Tabharfar aird chuí ar chothromaíocht a bhaint amach de réir rialacháin na Roinne Oideachais maidir le comhdhéanamh agus struchtúr Choistí Bainistíochta na nIonad Tacaíochta Oideachais, chomh fada agus is féidir.
5.2 Beidh Oifigigh an Choiste Bainistíochta comhdhéanta de Chathaoirleach, Leas-Chathaoirleach, Cisteoir Oinigh agus Rúnaí, arna dtoghadh go bliantúil ag an gCoiste Bainistíochta as measc a bhaill.
5.3 Beidh Stiúrthóir an Ionaid ina bhall/ball ex-officio den Choiste Bainistíochta.
5.4 Tabharfar aird chuí ar chothromaíocht inscne a bhaint amach ar fud an Choiste ar feadh níos mó ná ocht mbliana in aon deich mbliana.
5.5 Nuair a thagann poist oifigigh chun bheith folamh i rith na bliana, féadfar iad seo a líonadh ar feadh na coda eile den bhliain ar an mbealach céanna a rinneadh na ceapacháin bhunaidh.
5.6 Beidh an Coiste Bainistíochta freagrach as a chinntiú go ndéanann an t- ionad a fheidhmeanna a chomhlíonadh go héifeachtach agus go héifeachtach agus ní mór dó a chinntiú go gcloítear le treoirlínte, nósanna imeachta airgeadais agus ciorcláin na Roinne Oideachais. Cuirfear aon sárú ar threoirlínte faoi bhráid na Roinne Oideachais.
5.7 Tiocfaidh an Coiste Bainistíochta le chéile ar a laghad sé huaire sa bhliain idir lá Márta agus an lá deiridh d’Fheabhra na bliana dár gcionn.
5.8 Ceapfaidh an Coiste Bainistíochta Stiúrthóir de réir cheanglais agus cheadú an Aire.
5.9 Cúig bhall a bheidh mar chóram do chruinnithe an Choiste Bainistíochta agus beirt oifigeach san áireamh.
5.10 Sa chás nach mbeidh Ionad Tacaíochta Oideachais Iarthar Chorcaí in ann Coiste Bainistíochta a bhunú, féadfar struchtúr eile a mholadh don ROINN OIDEACHAIS le ceadú.
- Stiúrthóir an Ionaid
6.1 Beidh an Stiúrthóir ina phríomhfheidhmeannach ar an ionad agus beidh sé freagrach don Choiste Bainistíochta. Beidh an Stiúrthóir, i gcomhar le hoifigigh an choiste, freagrach as bainistiú laethúil an Ionaid agus a oibríochtaí, de réir Threoirlínte na Roinne, Nósanna Imeachta Airgeadais na Lárionad agus Ciorcláin eile de réir mar a eiseofar ó am go ham.
6.2 Déanfaidh an Coiste Bainistíochta Stiúrthóir Ionaid lánaimseartha a cheapadh ar feadh tréimhse sonraithe ama tar éis é a roghnú trí chomórtas oscailte as measc múinteoirí atá ar seirbhís, ar iasacht bunúsach agus faoi réir conartha agus de réir cheanglais agus cheadaithe an Choiste Bainistíochta. Aire.
6.3 Nuair a fholaítear Post an Stiúrthóra ar chúis ar bith ceapfar comharba de réir 6.2.
6.4 Beidh luach saothair agus coinníollacha eile ceapacháin Stiúrthóra mar a cheadóidh an Roinn ó am go ham, le comhaontú an Aire Airgeadais.
- Cruinniú Ginearálta Bliantúil(CGB) agus Cruinnithe eile
7.1 Tionólfar an CGB roimh dheireadh mhí na Bealtaine gach bliain. Beidh an cruinniú ar oscailt do na baill uile a dtabharfar fógra dóibh deich lá ar a laghad roimh an gcruinniú. Ní bheidh cearta vótála ag an CGB teoranta do dhaoine aonair a bhí ina mbaill ar feadh trí mhí ar a laghad roimh an imeacht.
7.2 Beartas Ginearálta, i gcomhréir le treoirlínte na Roinne Oideachais, déanfar nósanna imeachta airgeadais agus doiciméid ábhartha eile a shainiú ag an CGB. Breathnófar ar phleananna fadtéarmacha agus gearrthéarmacha chun an Lárionad a fhorbairt sa bhliain féilire reatha.
7.3 Iarrfar ar thairiscintí don CGB, leasuithe ar an mbunreacht agus míreanna a mholtar don chlár oibre ar feadh 30 lá ar a laghad roimh an CGB.
7.4 Déanfar tairiscintí don CGB a chur faoi bhráid an Rúnaí i scríbhinn 14 lá ar a laghad roimh dháta an CGB agus ní mór ainm an mholtóra agus an taisceora a bheith iontu. Is gá tromlach simplí a bheith acu siúd a bheidh i láthair agus a vótálfaidh le haghaidh tairiscintí. I gcás comhionannas vótaí beidh vóta réitigh ag an gcathaoirleach.
7.5 Beidh tromlach dhá thrian acu siúd a bheidh i láthair ag vótáil ag teastáil le haghaidh leasuithe ar an mBunreacht. Cuirfear cóip de na leasuithe Bunreachtúla agus nósanna imeachta eile arna nglacadh ag an CGB faoi bhráid na Roinne Oideachais lena bhformheas laistigh de thrí mhí ó ghlactar iad.
7.6 Cuirfear fógra faoi reáchtáil an CGB, lena n-áirítear clár oibre agus an t-am agus an t-ionad, in iúl, trí na scoileanna más féidir, do gach ball chun teacht orthu deich lá ar a laghad roimh an gcruinniú. Cuirfear fógra ag léiriú an t-am agus an t-ionad sa pháipéar seachtainiúil áitiúil deich lá ar a laghad roimh an gcruinniú agus seolfar cóip den fhógra agus den chlár oibre chuig an ROINN OIDEACHAIS deich lá ar a laghad roimh an gcruinniú.
7.7 Déanfar miontuairiscí an CGB a thaifeadadh agus coimeádfaidh an Lárionad taifead tinrimh.
7.8 Tabharfar cuireadh d’ionadaithe an ICDU den Roinn Oideachais chuig an CGB mar bhreathnóirí, agus féadfar cuireadh a thabhairt do chomhlachtaí nó do ghrúpaí oideachais áitiúla freastal freisin.

Leasaíodh an Bunreacht agus glacadh leis ag CGB 2018 a tionóladh an 23 Bealtaine 2019.
Constitution of The West Cork Education Centre
1. Title
1.1 The Centre shall be known as Ionad Oideachais Iarthar Chorcaí or The West Cork Education Centre.
2. Constitution
2.1 The Centre Shall be governed by a Management Committee elected at the Annual General Meeting by the Cohort of members in attendance. The Management Committee shall consult with the department on all issues not provided for within the guidelines for Centres and act in accordance with all directives issued by the Department of Education and Skills (DES).
3. Membership
3.1 Membership shall be open to all teachers who are normally resident or teaching in the general catchment area of the Centre and who are qualified for employment in recognised first-level and further education facilities including those currently employed in areas such as outreach, Vocational Training and Adult Education.
3.2 A register of members shall be retained at the centre. All teachers working in schools within the catchment area of the West Cork Education Centre shall automatically qualify as members and be registered accordingly.
3.3 A teacher from outside the area served by the Centre may become a member at the discretion of the Management Committee.
3.4 Other persons may become members at the discretion of the Management Committee and with the agreement in principle of the Department.
3.5 Non-Members with the exception of the representatives of the DES and the In-Career Development Unit will not be admitted to meetings, including sub-committee meetings and the Annual General Meeting (AGM) except by invitation of Management Committee.
4. Aims and Objectives
4.1 To provide training development and support for teachers and the wider school community, both in terms of meeting locally researched and identified teacher and school community needs and also through involvement in national in-service programmes.
4.2 To be a strategic resource within education in a range of national and other projects, programmes and initiatives as may be decided by the Minister, following consultation and in partnership with Centres, for implementation in education system from time to time.
4.3 To develop expertise in key areas as agreed by Centres in consultation and partnership with the Department and to share such throughout the Education Centre network and the education system in general.
4.4 To act as far as possible as a resource and meeting centre for the local school community.
4.5 To actively promote the Centres, full and part-time, so as to ensure that an effective network of Centres is established.
4.6 To observe the terms of circulars which may be issued by the Department to centres from time to time.
5. Management Committee
5.1 The Centre shall be managed by a Management Committee consisting of, where possible, a maximum of 7 members elected from the members present at the AGM. An additional 3 members may be co-opted by the Management Committee to give a maximum of 10. Due regard will be given to achieving balance in line with DES regulations with regard to the composition and structure of Education Centre Management Committees, as far as is reasonably possible.
5.2 The Officers of the Management Committee shall consist of a Chairperson, Vice-Chairperson, Honorary Treasurer and Secretary, elected annually by the Management Committee from amongst its members.
5.3 The Centre Director shall be an ex-officio member of the Management Committee.
5.4 Due regard shall be given to achieving gender balance across the Committee for more than eight years in any ten.
5.5 When officer positions become vacant during the year, these may be filled for the remainder of the year in the same manner as the original appointments were made.
5.6 The Management Committee shall be responsible for ensuring that the centre carries out its functions efficiently and effectively and must ensure Department of Education and Science guidelines, financial procedures and circulars are adhered to. Any breaches of guidelines shall be bought to the attention of the Department of Education and Science.
5.7 The Management Committee shall meet a minimum of six times a year between March 1st and the last day of February on the following year.
5.8 The Management Committee shall appoint a Director in accordance with the requirements and sanction of the Minister
5.9 A quorum for meetings of the Management Committee shall be six members to include two officers.
5.10 In the event of the West Cork Education Centre not being able to constitute a Management Committee, an alternative structure may be proposed to the DES for sanction.
6. Centre Director
6.1 The Director will be chief executive of the centre and will be responsible to the Management Committee. The Director, in conjunction with the officers of the committee, will have responsibility for the day-to-day management of the Centre and its operations, in accordance with Department Guidelines, the Financial Procedures for the Centres and other Circulars as may be issued from time to time.
6.2 The Director of a full-time Centre shall be appointed by the Management Committee for a specified period of time following selection by open competition from among serving teachers, on a secondment basic and subject to contract and in accordance with the requirements and sanction of the Minister.
6.3 Where the Post of director is vacated for any reason a successor will be appointed in accordance with 6.2.
6.4 The remuneration and other conditions of appointment of a Director will be as approved from time to time by the department, with agreement of the Minister for Finance
7. Annual General Meeting and other Meetings
7.1 The AGM shall be held before the end of May each year. The meeting shall be open to all members who will be notified at least ten days in advance of the meeting. Voting rights at the A.G.M. shall be confined to individuals who have been members for at least three months in advance of the event.
7.2 General Policy, in line with DES guidelines, financial procedures and other relevant documentation shall be defined at the AGM. Long and short term plans for the development of the Centre in the current calendar year shall be considered.
7.3 Motions for the AGM, amendments to the constitution and items proposed for the agenda shall be invited for at least 30 days before the AGM.
7.4 Motions for the AGM shall be submitted in writing to the Secretary at least 14 days before the date of the AGM and must contain the name of the proposer and the seconder. Motions shall require a simple majority of those present and voting. In the event of a tied vote the chairperson shall have a casting vote.
7.5 Amendments to the Constitution shall need a two-thirds majority of those present voting. A copy of the Constitutional amendments and other procedures adopted by the AGM will be submitted to DES for approval within three months of them being adopted.
7.6 Notice of the holding of the AGM, including an agenda and the time and venue, shall be communicated, through schools where possible, to all members to reach them at the least ten days in advance of the meeting. A notice indicating the time and venue will be placed in the local weekly paper at least ten days in advance of the meeting and a copy of the notice and the agenda shall be sent to the DES at least ten days in advance of the meeting.
7.7 Minutes of the A.G.M. shall be recorded and an attendance record shall be retained by the Centre.
7.8 Representatives of the ICDU of the Department of Education and Skills shall be invited to the AGM as observers, and local educational bodies or groups may also be invited to attend.
8. Functions of the A.G.M.
8.1 To receive the annual report of the Centre, prepared by the director for the year ending on the proceeding 31stDecember.
8.2 To receive the audited accounts and the Honorary Treasurer’s report for the same period

8.4 To elect, from teachers members present, teacher members of the Management Committee in accordance with agreed procedures.

10. Financial Procedures
10.1 The financial year shall end on December 31st
10.2 Centre funds shall be retained in a bank account to which all money received will be lodged and from which all payments shall be made.
10.3 All cheques must be crossed and signed by any two of three designated signatories. These will be the Chairperson, Treasurer and the Director.
10.4 An audited set of accounts will be furnished to the department at the end of the financial year.
10.5 Members at the AGM shall be given a copy of the Centre’s financial statement.
10.6 All financial transactions will be in accordance with the guidelines of the Department of Education and Skills as issued by the internal Audit Unit and/or the ICDU

Gheobhaidh tú freagra laistigh de mhí amháin ón dáta a fhaigheann Aonad Saoráil Faisnéise Ionad Tacaíochta Oideachais Iarthar Chorcaí an t-iarratas.
Séanadh/Nóta: Tabhair faoi deara le do thoil gur féidir le comhlachtaí poiblí iarratais AIE a dhiúltú ar fhorais shainordaitheacha áirithe (faisnéis phearsanta/faisnéis tríú páirtí) nó ar fhorais roghnacha (rúndacht tráchtála etc.).
Táillí: Níl aon táille tosaigh le hiarratas AIE a dhéanamh. Féadfaidh údarás poiblí, áfach, táille réasúnta a ghearradh as an bhfaisnéis a theastaíonn a sholáthar, lena n-áirítear táillí fótachóipeála, táillí priontála agus táillí postais. Tabhair faoi deara go ngearrtar €0.04 an leathán ar fhótachóipeáil agus go bhfuil an postas de réir na rátaí caighdeánacha infheidhmithe.

Seol d'iarratas ar athbhreithniú chuig: Oifigeach Saoráil Faisnéise, Ionad Tacaíochta Oideachais Iarthar Chorcaí, An Chearnóg, Dún Mánmhaí, Co. Chorcaí.
Más rud é tar éis an athbhreithnithe inmheánaigh, nach bhfuil tú sásta leis an gcinneadh agus gur mhaith leat gearán a dhéanamh nó achomharc a dhéanamh in aghaidh an chinnidh arís, is féidir leat é sin a dhéanamh trí theagmháil a dhéanamh le hOifig an Choimisinéara um Fhaisnéis Comhshaoil (“CEI”). Ní mór duit achomharc a dhéanamh nó gearán a dhéanamh leis an CEI laistigh de mhí amháin tar éis duit an cinneadh athbhreithnithe a fháil ó Ionad Tacaíochta Oideachais Iarthar Chorcaí.

Access to Information on the Environment
You have the right to obtain certain environmental information from West Cork Education Support Centre under the European Communities (Access to Information on the Environment) Regulations 2007 (as amended). The AIE legislation sets out the procedures for public access to information relating to the environment held by public bodies.
To make a request to West Cork Education Support Centre under AIE legislation, we ask that you submit your request electronically to the email address
In your request, we ask that you:
• Specify that you are making the request under AIE legislation and clearly state the environmental information that you are requesting
• Please try to provide as much detail as possible to enable us to process your request efficiently
• Include your return address
You will receive a response within one month from the date on which the request is received by the West Cork Education Support Centre FOI Unit.
Disclaimer/Note: Please be advised that Public bodies may refuse AIE requests on certain mandatory grounds (personal information/third party information) or discretionary grounds (commercial confidentiality etc).
Charges: There is no initial fee for making and AIE request. However, a public authority may charge a reasonable fee for supplying the information required, including photocopying fees, printing fees and postage fees. Please note that photocopying is charged at €0.04 per sheet and postage is as per standard rates applicable.
Appeals:
If you would like to appeal a decision made by the West Cork Education Support Centre FOI Unit, you can do so by sending a request in writing asking for an internal review of the decision. Please address your review request to: FOI Officer, West Cork Education Support Centre, The Square, Dunmanway, Co Cork.
If after the internal review, you are unsatisfied with the decision and would like to make a complaint or appeal the decision again, you can do so by contacting the Office of the Commissioner for Environmental Information (“CEI”). You must appeal or make a complaint to the CEI within one month of getting the reviewed decision from West Cork Education Support Centre.
